DACA Isn’t the Real Issue-LEGAL Chain Migration and the Visa Lottery Is

“Legal Immigration”, meaning the granting of permanent residency, adds about 1.2 Million immigrants per year.  But, when you add the immigrants that will be granted residency via chain immigration, this number swells to 5.5 Million new immigrants per year!  (This does not include those granted “temporary” VISAS that allow them to work or attend school in the US.)  In short, through legal immigration, we are adding 15,000 future citizens every day!

Conversation Today:

Are you confused about all of the non-stop rhetoric coming from the Main Stream Media, pundits and your elected officials?  Do you know what a Green Card is?  Do you know what DACA, Chain Migration, the Visa Lottery, Catch and Release and other such immigration terms actually mean?

Today’s rhetoric is focused on the debate surrounding how to deal with the DACA people who were brought into the US as minors by their parents and others.  It is estimated that 1.8 Million people in the US may qualify as DACA applicants if they meet certain conditions.  Of these 1.8 million, only 690,000 have actually signed up as a DACA applicant/candidate.  There is a myriad of reasons why the other 1.1 million potentially eligible DACA people have not signed up.  It is said that DACA eligible people were brought to the US by their parents or others and have not known any other country as home.  This is probably true in some cases while others have actually applied for and traveled back and forth to their parent’s home country which is by definition their home country.  In addition to the 1.8 million DACA eligible applicants, if the current chain migration law is not changed, this could swell immigration by 6.21 million rather than 1.8 million.  This is using a chain migration factor of 3.45 which is the recent trend. (3.45 x 1.8M = 6.21M)  DACA is not the real issue, DACA plus the Current Chain Migration policy is!

If we do not deal with DACA and their related Chain Migration, we will be adding thousands of new potential DACA candidates every year.  Doing nothing leaves the DACA candidates here while their ranks continue to grow!

President Trump recently unveiled his 4 point criteria for allowing DACA applicant to eventually gain citizenship.  The President actually put forth all 1.8 million potential DACA eligible people on the table to be eligible for citizenship after 10-12 years.  But, they have to apply; have to qualify for the program; cannot be on government assistance during their probationary period; and cannot commit crimes as specified.  The DACA recipients would only be able to “chain migrate” their spouse and their children.

Again, if we do not deal with DACA and their related Chain Migration, we will be adding thousands of new potential DACA candidates every year.  Doing nothing leaves the DACA candidates here while their ranks continue to grow!

The other three legs of Trump’s DACA plan include modifications to Chain Migration; the elimination of the Visa Lottery; and a $25 Billion dollar funding of the wall, additional ICE agents, and major modifications to the current immigration law including the end to the “catch and release” law.  Why did the President add these three components to his DACA proposal?  Let’s look at Chain Migration, the Visa Lottery and the need to tighten border security via legislation.

Catch and Release and Other Policies:

Catch and Release is an idiotic law that allows any illegal alien who crosses our border to stay in the country until he or she has a hearing to determine if they can be deported.  Sounds great but it really means that if you made it across the border you are home free. The overwhelming majority of these illegal aliens never show up to their court hearing and disperse throughout the US.  Minors who cross and are detained at the border receive even more concessions and benefits.  Plus, if illegal alien parents bring their minor children across the border illegally, those children are now potentially DACA eligible kids.  So, without killing catch and release, you are just encouraging illegal immigration and perpetuating DACA.

The law needs to allow immediate deportation when illegals are detained at the border.  The President is asking for additional judges and court to be set up on the border to quickly adjudicate any detainee issues and expedite deportation.  If not, the border becomes a game of “tag” where an illegal alien wins when they illegally cross the border before an agent can stop them!

The use of E-Verify must be mandated for employers prior to hiring and for governmental agencies before social benefits are approved.  This database has to be updated and all VISA recipients must be added as a tracking mechanism.  VISA overstays is a major contributor to our current illegal alien population! 

Chain Migration:

Above is an example of a “Green Card” that is used today.  Please note, this is a card to identify a PERMANENT RESIDENT.

Today, immigrants who receive “green cards”, were allowed to bring in spouses, children, parents and other relatives who qualify for their “chain”.   Following a cursory vetting, those related to the initiating immigrant are granted a “green card” and were eligible to become citizens!  Today, the ratio between new “green card” holders and those they “chain migrate” is 3.45:1.  For each legal immigrant, they are sponsoring an average of 3.45 people.  Those 3.45, can eventually sponsor other immigrants.  Today, Chain Immigrants comprise over 60% of all immigration!  Between 1981 and 2016, out of 33 million immigrants, 20 million were chain immigrants!

Chain immigration of older parents can dramatically impact social security funds and add a burden to our healthcare system.  The average age of “parental” chain immigrants is 50 years of age.  This is only 12 years prior to attaining the age where they would be eligible for social security.  

Chain migration should be eliminated altogether; or, made a criteria within a merit based system; or at the very least restricted to a spouse and minor children.  Without controls on chain migration, no real migration policy reform is possible.  Chain rolls will continue to swell the immigration numbers.  

Visa-Lottery

Ending the Visa-Lottery is an absolute need.  It is an idiotic practice that has no benefit to the US as a nation.  It is a crap shoot as to who will get in and if they will be a net benefit or cost to the taxpayers.  Plus, beneficiaries of the lottery also have the right to chain migrate their families!  The US must take control of its immigration policy and ensure that new immigrants have the immediate potential to benefit this nation, its economy and culture.

Doing Nothing is Not An Option

Immigration is not one of those issues that do not have an impact if you do nothing to correct its issues.  If immigration is not addressed, each year we will add hundreds of thousand more illegal immigrants; allow more illegal aliens into this country; and continue to spend a net $115,000,000,000 (billion) each year to support the illegal alien population.  Plus, the DACA problem will continue to grow as more minor children are dropped at our borders.  Without ending Catch and Release, the problem is impossible to mitigate.  Granting DACA recipients a path to citizenship without fixing our immigration system and border security, is a fool’s errand.

“A Green Card holder (permanent resident) is someone who has been granted authorization to live and work in the United States on a permanent basis. . .You can become a permanent resident several different ways. Most individuals are sponsored by a family member or employer in the United States. Other individuals may become permanent residents through refugee or asylee status or other humanitarian programs. In some cases, you may be eligible to file for yourself…Any person not a citizen of the United States who is residing the in the U.S. under legally recognized and lawfully recorded permanent residence as an immigrant. Also known as “Permanent Resident Alien,” “Resident Alien Permit Holder,” and “Green Card Holder.”

Immigration Reform-Trump’s Approach Is Correct But Global Elites will Kill It!

Trump has consistently supported changing US immigration policy, one key segment at a time.  Global Elitist support “Comprehensive Immigration”  which means codify globalist goals of open borders and unfettered immigration, legal and illegal.  Comprehensive anything means make a bill so big no one will read it and so convoluted that no one can figure it out until it is too late.   John McCain has now announced that he will oppose President Trump by reintroducing the Global Elitist Gang of 8 Comprehensive Immigration Reform Bill.  Anyone Surprised! 

Trump’s Approach:

  1. Break the Complexity of Immigration into Manageable Pieces:

    1. Secure the Border:  Trump has reduced illegal southern crossings by over 75% since taking office.  He is also building the wall and increasing enforcement through Homeland Security and the Justice Department.  He is also beginning to BUILD THE WALL that will include a physical barrier supported by technology barriers to give border patrol agents a heads up of possible border breaches.   The physical wall will also inhibit the movement of drugs and continued human trafficking by forcing smuggling efforts to only be able to pass through checkpoints.  Trump has consistently stated that he would secure the southern border first and is doing just that.
    2. Green Card Immigration-Make LEGAL Immigration Merit Based:  Yesterday, Trump and Senators Cotton and Purdue unveiled the “RAISE” program to modify the current legal Green Card  criteria to be merit based.  This program seeks to bring in immigrants who are advantageous to the US economy and limit its impact on the US workforce.  It also prioritizes those who will enhance our workforce and not merely flood entry-level jobs.  This program also disallows immigrants from being on social welfare programs and limits chain immigration to close family only.  This will be difficult for Congress to fight but I am sure they will, including RINO McCain.
    3. Improved E-Verify Program:  Just like Trump did in merging the DOD and Veterans Affairs databases to smooth the transition of our military to civilian life, he will strengthen E-Verify to be more accurate and link to other relevant databases.  This will include a Temporary Visa database, social security, IRS and DOJ criminal databases.  This will insure that all types of illegal immigrants, visa recipients, and alien criminals are accurately monitored and violators deported from this country.  Employers must check this database prior to hiring and can actually be made to eliminate the paper based I-9 program that is labor intensive and paper burdensome.  This improvement must be reviewed, analyzed and developed standalone as it is key to the entire immigration enforcement system.
    4. “Temporary” Visa Programs Modifications:  You have all heard about H-1, H-2 visa programs that control the influx of skilled and unskilled workers to work in the US for a period of time.  One of these programs (R1) actually controls the entry of religious persons coming into the US under the Visa umbrella.  So, the visa program itself is a very complex set of laws that should be segregated and dealt with openly and not buried inside of a “comprehensive immigration plan”.  Trump will seek to crack down on blatant misuse of these programs by businesses who repeatedly fire American workers then rehire Visa foreign employees.  This is currently against the law and must be stopped.  Disney was the most prominent example of this violation.  Further, Trump will institute a tracking mechanism for Visa overstays where Visa recipients merely ignore their exit date and remain in the US.  This is not difficult to do as the government can cross reference Visa recipients against the social security/IRS payroll data.  Further, the Visa recipients can be added to an improved E-Verify system so when employers try to hire a overstay the overstay is flagged as unemployable.  
    5. Reinstatement of “Bracero” (Mexican for manual labor) type Seasonal Work Permits:  Prior to the left and their unions killing the 1942 “Mexican Farm Labor Agreement” with Mexico, the US and Mexico benefited from allowing Mexican workers to come into the US and work on a seasonal basis.  It also provided for humane working and living conditions.  Agriculture thrived under this program as they were guaranteed a stable supply of seasonal labor.  Unfortunately it was terminated in 1964 with the burgeoning effort to unionize farm works by the United Farm Works (Caesar Chavez and the National Unions) and was supported by the Catholic Church and the Democrats.  Lawful use of seasonal foreign workers for agriculture was replaced by wholesale illegal immigration and the rest is history.  Trump will include a version of the Bracero program to allow for a controlled supply of seasonal workers for agriculture and other seasonal industries such as hospitality.  The same restrictions for Temporary Visas will apply to verification, monitoring and enforcement.
    6. Refugee immigration Reform:  Trump will also deal with refugee crisis policy for crises that may occur in the future as well as the ongoing Syrian and Cuban crises.  His policy will more than likely place its primary focus on relocation of refugees in their own region where possible, even if temporary facilities have to be constructed.  Secondly, he will create a mechanism to allow for refugees to come to the US under stringent vetting and assessment.  

While there are more pieces to the immigration problems facing the US, these 6 blocks are indicative of the complexities involved and the need to avoid “comprehensive immigration reform” and deal with each of these blocks as individual major pieces of legislation.  This will allow the American People to focus on each block and logically assess the relative benefits and issues with each.  

This said, Congress is in love with “Comprehensive” anything as a mechanism to mask their giveaways to the lobbyists and special interest groups.  Trump will have to continue to go direct to the American People in order to thwart the lobbying by big business, the US Chamber of Commerce and others.  Trump’s focus is on the AMERICAN WORKERS and hopefully this will be continue to be supported by the AMERICAN PEOPLE who can force Congress to go along with Trump!
